A search engine is an internet search platform like google or Yahoo Search. There are many different search engines but that is just all about what they are.
A search engine works in a web browser like Google Chrome or Mozilla Firefox, the difference is that a web browser lets you type in a website address, then it takes you to that particular website, but a search engine lets you type any enquiry, and it would try to find all the relevant information from all public websites on the internet, so a search engine is much more useful as it gives you results from different websites, but a web browser only returns the website address that you type in.
Is a search engine a website on its own? YES. When you are using Google search, it takes your enquiry, process it and try to find the most relevant information to show you from all public websites on the internet.

Now, we come to optimization. To optimize is to try and get the maximum possible value out of something, so when search engines takes enquiries, they obviously use an algorithm or order of process to evaluate searches, so to get an optimal value from the search engine, you need to know how the search engine evaluates searches, and how it shows the results, you can then build your website based on a process that is aimed on being friendly or compatible with the search engine.

Should you learn SEO? Well, that depends on how much time you have on your hands, and how much interest you have on the websites. For a busy business person, time might be an issue, and of course you do not want to mess up your website.
The shortest answer is, yes you can learn SEO, but more of a question would be, what am I aiming to achieve with my SEO skills? A professional SEO specialist will obviously have more time on his hands to master the trade than a DIY person who just learns to fulfill a once off project.
SEO ranking, this is basically the results that the search engine gives you when you type a search, the first results would normally be some paid advertisements, this is the fastest and least painful way to rank your website higher on the search engines. The other results are what we call, organic results, the search engine will rank them according to their relevance to the search, and how much friendly they are to the search engine.
That is just all about what SEO is, off course, this is just a short definition of SEO, not everything about SEO.
